As of 1st May 2021, Mr. Ashok Gehlot, Chief Minister of Rajasthan state, launched the Mukhyamantri Chiranjeevi Yojana health insurance scheme during the State Budget 2021-22 announcement. Along with introducing many other schemes that improve access to healthcare within the state, Rajasthan is the first Indian state to pass the Right to Health Act. People of the state can benefit from the Chiranjeevi Swasthya Yojana scheme when admitted to any of the scheme's government or private affiliated hospitals. Moreover, during the recent State Budget announcement, the sum insured under this scheme has been increased to ₹25 lakhs from the financial year 2023-24 onwards.

What is the Mukhyamantri Chiranjeevi Yojana Scheme?

The Mukhyamantri Chiranjeevi Swasthya Bima Yojana scheme is a universal health insurance scheme introduced by the Rajasthan state government to provide free emergency healthcare to its citizens. Under this scheme, citizens get a sum insured of ₹25 lakhs (from FY 2023-24 onwards) with an additional accident cover of ₹5 lakhs.

The Mukhyamantri Chiranjeevi Swasthya Yojana scheme was launched specifically for families and citizens living below to poverty line. Every family in Rajasthan can avail free cashless treatment of up to ₹5 lakhs in all network hospitals.

Moreover, the annual premium amount is waived for anyone or any family living and earning below the poverty line. The state government pays the insurance premiums in their stead. For those that do not fall under the poverty line, the annual premium amount is only ₹850.

Key Features of the Chiranjeevi Swasthya Bima Yojana Scheme:

  • Anyone that wishes to apply for this scheme must be a permanent resident of Rajasthan state.

  • All beneficiaries under the Mukhyamantri Chiranjeevi Bima Yojana health scheme, including factory workers, contract workers, and small and marginal farmers, can register on E-Mitra, and have their insurance premiums paid by the state government.

  • All families and individuals apart from the beneficiaries must pay an annual premium of ₹850.

  • Women heads of families covered under the scheme are offered smartphones with free internet connectivity for up to 3 years. In addition, this scheme also covers childbirth costs, something most medical insurance plans require you to purchase a separate cover for.

  • Insured families are offered coverage up to ₹10 lakhs under this medical insurance plan, with a ₹5 lakh accident cover. As of FY 2023-24, this coverage will be enhanced to ₹25 lakhs.

  • Beneficiaries under the Ayushman Bharat scheme can also register under the Chiranjeevi Swasthya Bima Yojana scheme.

Caveats and Exclusions Under Chiranjeevi Swasthya Bima Yojana:

  • Rajasthan government employees and their families can not apply for this scheme as they are insured under the Rajasthan Government Health Scheme instead. This scheme offers almost all the same benefits and features as the Chiranjeevi Swasthya Yojana scheme.

  • Families already receiving health insurance benefits from the National Food Security Act and the Socio-Economic Census are not required to register for this scheme.

Chiranjeevi Swasthya Yojana Policy Clauses Regarding Private Hospitals:

  • Only a few private hospitals are allied with this health scheme. Therefore, applicants must carefully go over the list of network hospitals under the scheme if they wish to avail the services of a private hospital.

  • The government will bear the expense if the patient cannot pay for the emergency treatment costs at the private hospital.

  • There will only be a single line of grievance redressal. Any person with a complaint can only express their issues in writing to the head of the institution to which their complaint pertains.

The Right to Health Act's Impact on Chiranjeevi Bima Yojana

The Rajasthan Right to Healthcare Act was passed on 21st March 2023. It ensures that the state government makes a general commitment to provide citizens with curative and preventative health services according to the guidelines stated under the Act.

One of the reasons this Act was passed was to ensure that citizens get the full health benefits of the schemes offered to them. This is because it was found that people still paid for most of their medical expenses out of pocket, making them lose out on their savings. Since health schemes like the Mukhyamantri Chiranjeevi Bima Yojana are not entitlements, their breach or non-availability of services is not considered a violation.

The Health Act's introduction ensured that the government provided health services for people without causing additional hardships. This included clauses like the government bearing the cost of the emergency treatment at private hospitals if the patient can not bear the costs.

Benefits of the Mukhyamantri Chiranjeevi Yojana Scheme

- High Sum Insured: Insured families and individuals can receive up to ₹25 lakhs in health insurance coverage, with an additional ₹5 lakh accident cover for a minimal yearly premium of only ₹850.

- Pre and Post-Hospitalisation Coverage: This health insurance scheme offers coverage for medical costs 5 days before hospitalisation and 15 days after discharge.

- Get Treated at Any Hospital: Beneficiaries of this scheme can avail emergency treatment in both government and private hospitals and have their expenses covered by the government. Patients also receive free transportation to and from hospitals.

- Cashless Facilities: Families and individuals insured under this plan can avail cashless treatment for up to ₹5 lakhs in all network hospitals.

- Exhaustive Coverage of Medical Illness, Treatments and Procedures: This scheme covers more than 1,576 medical procedures and benefits. Newer packages have also been added to this scheme to include coverage for cochlear implants and organ transplants.

- Treatment at Operational Camps: Moving forward, the government also plans to set up operational camps to examine and treat various diseases. Some of these treatments include:

  • Effective and quick tuberculosis testing and treatment.

  • Eye examinations for poor vision or cataracts.

  • Silicosis and leprosy screenings.

  • The camps will also handle Covid-19 ticketing and treatment costs.

Additionally, registration facilities will be available at these camps for those who have yet to register for this health insurance scheme.

What is a Jan Aadhar?

The Jan Aadhar card is identified by a ten-digit number and, in this case, is necessary when applying or registering under the Mukhyamantri Chiranjeevi Swasthya Yojana scheme. It is an identification card meant to directly transfer the benefits of government schemes to the beneficiary's account.

It is available only for citizens of Rajasthan and is linked to the ration card. People living outside of Rajasthan do not need this to get a health insurance plan. Instead, they will only need their KYC documents during the application process.

Registering and Applying for a Chiranjeevi Bima Yojana Scheme Online

  • You must visit Chiranjeevi Portal or E-Mitra site to apply for Chiranjeevi Bima Yojana registration. For this, you need an SSO ID and your Jan Aadhaar number.

  • First, visit the Jan Aadhar site and click on citizen registration. Once you've provided your details, click submit.

  • Next, click on citizen enrollment, and provide your registration number. Your Jan Aadhar registration is only complete after you have done this second step.

  • After registering for your Jan Aadhar, visit the SSO portal, click Register, and register using your Jan Aadhar or Google account.

  • Once you are done registering for your SSO ID and Jan Aadhar, log in using your credentials on the SSO portal.

  • You will see two options: Free or Paid, i.e. for those below and above the poverty line, respectively. Choose the option that applies to you.

  • For example, under the free category, you will see options like state farmers (small and marginal) SMF, contract workers, families receiving Covid-19 ex-gratia payments from the state government, etc.

  • After choosing your category, fill out the application form by providing your Jan Aadhar number or Jan Aadhaar registration receipt number and other details and click submit.

  • You will receive an OTP on the mobile number registered to your Jan Aadhar that must be entered on the site.

  • After this, you must pay the prescribed premium amount of ₹850 and the application fees if you fall under the paid category, after which you can download your policy document.

  • If you fall under the free category, you won't need to pay any fees, and you can print out your policy download immediately after filling out the application form and entering your OTP.

  • Aadhaar card

  • Address proofs like utility bills that state your current address, passport, Aadhar, ITRs, bank passbook, etc

  • Bank statement

  • Below Poverty Line (BPL) certificate

  • Ration card

  • Recently taken passport-size photograph

  • Income certificate

  • Mobile number or other valid contact information

How to Check Your Chiranjeevi Bima Yojana Status?

You can perform your Chiranjeevi Bima Yojana status checks on the Chiranjeevi Portal using your Jan Aadhar number to know your registration status.

Another way to check your registration status would be by using the status link sent to your mobile or email ID after you complete your Chiranjeevi Bima Yojana registration process.
