The Parivahan Sewa is an online portal created by the Ministry of Road Transport and Highways to provide online services related to vehicles. It is an online portal that consolidates the data and applications of 1000+ RTOs, providing a centralised platform to vehicle owners to avail of various services.

The Parivahan Sewa website aims to streamline and standardise various processes followed across various RTOs, enhance the efficiency, and reduce the paperwork involved in vehicle-related services. It is an all-in-one platform that allows citizens to access all services at one go!

If you wish to avail yourself of any vehicle-related service from the Parivahan website, you must first create an account and register. Registration on the portal can be completed in a few simple steps:

• Step 1: On your browser, open the Ministry of Road Transport and Highways website.

• Step 2: Click on the “Register” option at the top of the page.

• Step 3: On the next screen, provide the complete details such as name, mobile number, email address, State, captcha, etc.

• Step 4: On completion of the registration, you will receive a confirmation message.

• Step 5: Verify the email address by clicking on the link emailed to you.

• Step 6: Using the one-time password, change your password.

• Step 7: Use your email ID and password to access your account on the website.

Acts, Rules And Policies on Parivahan Portal

Motor Vehicles Act, 1988

The Motor Vehicles Act 1988 is the primary Act which outlines all the rules and regulations related to motor vehicles in India, such as vehicle registration, safety rules, road traffic regulations, driver’s licence, and so on.

Carriage By Road Act and Rules

The primary aim of the Carriage By Road Act and Rules is to govern the transportation of goods by road. The Act lays down the responsibilities of the various parties, such as the consignor, consignee, carriers, etc., to ensure fair transactions.

Central Motor Vehicles Rules 1989

This is a set of rules formed under the Motor Vehicles Act to guide through the implementation of the Act. It consists of regulations regarding vehicle registration, fitness, licencing, permits, etc.

Parivahan Sewa: Types of Permits

Using the Parivahan portal, you can learn about various permits and apply for them in a hassle-free manner. Here are some of the permits you can apply for:

• Goods Carrier Permit

Tax Payment

• Go to the homepage of the Parivahan website.

• Under “Online Services”, click on “Check Post Tax.”

• On the next page, click on “Tax Payment”.

• Choose the service name from the options and click “Go”.

• The next page will display “Border Tax Payment”. Fill in the vehicle’s VIN. Then, press “Get Details.”

• Provide the information as required.

• Next, click on “Calculate Tax” or “Pay Tax”.

• Follow the link to the payment page, select the payment processor and click “Continue”.

• Once the payment is done, you will get the receipt, which you can print and preserve.

Paying Challan and Fines Online

• Visit the [E-Challan[(https://echallan.parivahan.gov.in/) Parivahan page.

• Click on the “Check Online Services” option.

• Then, choose “Check Challan Status” from the options.

• Enter the necessary details. Then, click on “Get Details”.

• The E-challan status will be displayed on the page.

• Click on “Pay Now” under the payment option.

• Use your preferred mode of payment.

• You will receive a confirmation text acknowledging your application.

Applying for Driving Licence

• Go to the Parivahan Sewa website.

• Select your state.

• From the “Driving Licence” menu, select ‘New Driving Licence’.

• Fill out the learner’s licence number and birth date.

• Fill out the application form with the necessary details.

• Click on “Next”.

• Pay the fees and schedule an appointment at the RTO.

• Visit the RTO with the documents and payment receipt.

Documents Required for Driving Licence Application

• Age proof such as birth certificate, passport, PAN card, etc.

• Current address proof such as rental agreement.

• Permanent address proof: passport, Aadhar card, Voter ID, etc.

• Application form.

• Passport-size photograph.

• Medical certificate form 1 and form 1A (if you are above 40 years old).

Applying for Registration Certificate

• Open the Parivahan Sewa homepage.

• From the “Online Services” option, select “Vehicle-Related Services.”

• Select the State from the dropdown menu.

• On the Vahan Citizen Service page, select ‘Apply for New Registration.’

• Next, choose “for temporary registered issued vehicles.”

• Enter the temporary registration number and click “Proceed.”

• Follow the instructions and complete the form 20.

• Upload the necessary documents on the portal.

• Pay the fees and take a print of the receipt.

• Book an appointment to visit the RTO.

• On the scheduled day, visit the RTO along with the car, payment receipt.

• After a successful inspection, the officer will give you an acknowledgement.

• You will receive the registration certificate or smart card at the registered address.

• Filled and signed form 20.

• Sales certificate or form 21, issued by the vehicle dealer.

• Copy of PAN card.

• Form 22 and form 22A.

• Vehicle insurance policy.

• Address proof

• Passport-size photograph.

• Vehicle invoice copy.

• Other documents as necessary.

• An additional fee of two hundred rupees is applicable for the smart card type or renewal of form 23A.

The app is developed by NIC (National Informatics Centre), which can be downloaded from the PlayStore. Here are some of the features and benefits of the mParivahan app.

The Parivahan website is an excellent innovation that has simplified and streamlined all the services and processes related to motor vehicles in India. Citizens can easily access the options for various vehicle-related services such as licence application and renewal, registration certificate application and renewal, payment of challans and taxes, checking the status of licence and RC and much more.

Yes, it is safe to use the mParivahan app as it uses SSL encryption. Besides, you can safely view all your vehicle-related documents such as DL, RC, etc., as the app does not sell your information to any third-party.

Is it possible to cancel my application on the Parivahan portal?

Yes, you can cancel your application by:

• Login into your account.

• Go to the “My Application” section.

• Select the application that you wish to cancel and click the cancel button.

• Provide a valid reason for the cancellation.

• Once the cancellation is successful, you will receive a confirmation.
