A No Objection Certificate (NOC) allows you to legally transfer your vehicle from one state to another in India. It is mandatory if you ever plan to move your vehicle to another state for over three months. This applies to commercial and private vehicles.

So, if you plan to relocate or stay in Bangalore for an extended period and need to take your bike, you must get an NOC for bike in Bangalore. Thye same holds true for a car.

What is a No Objection Certificate (NOC)?

An NOC is a legal document issued by a Regional Transport Office (RTO) that allows the release of a vehicle from its jurisdiction authority. In other words, an NOC certificate allows you to re-register your vehicle to another RTO.

Who Needs to Get NOC for Car in Bangalore?

NOCs are needed when a vehicle needs to change its registered jurisdiction authority, i.e., when it must be registered to a different RTO. This is necessary when moving your vehicle from one state to another. An NOC is not required for intra-state travel/relocation.

The NOC certificate must be obtained by the vehicle owner from the original RTO where the car/bike was initially registered. An NOC certificate is required by:

Anyone Selling/Buying a Vehicle From Another State

If the original owner’s vehicle is registered under an RTO from another state/union territory, you must apply for a Karnataka NOC for a bike/car from that RTO rather than your local RTO present in your state of residence.

Anyone Permanently/Temporarily Moving From Another State/Union Territory to Bangalore

If you live in another state and plan on temporarily or permanently residing in Bangalore or Karnataka state for more than 3 months, then you must apply for an NOC and re-register your other state vehicle in Bangalore.

Legal Heirs Upon the Vehicle Owner’s Death

If the vehicle owner resides in another state, upon their death, the legal heir must apply for an NOC at the RTO the vehicle was originally registered in.

Steps to Get Karnataka NOC for Bike/Car From Other Indian States

You can easily apply for an NOC online through the Parivahan portal. However, not all Indian states have enabled an online NOC application process.

Check if your state offers these services before proceeding, as you may have to visit the RTO in person after finishing the online method. This is the case for Bangalore, where obtaining an NOC for a car in Bangalore is not fully online.

Online Method:

  • Visit the Parivahan portal.

  • Select ‘Online Services’ on the top tab and click ‘Vehicle-Related Services’ from the drop-down.

  • Select the current state where your vehicle is registered.

  • Enter your vehicle registration number, select your RTO from the drop-down, check the terms and privacy policy agreement box, and click ‘Proceed’.

  • On the next page, click ‘Application for No Objection Certificate’.

  • Enter your vehicle's chassis number (last 5 digits only), registration number and click ‘Verify Details’.

  • Next, authenticate yourself using either a mobile OTP or your Aadhar.

  • Fill out your NOC application form, choose your payment mode (online or offline) and click ‘Save Details’.

  • Print your application form and receipt.

  • Upload your documents onto the site and click ‘Final Submit’.

Processing Time: The online process can take around 3 working days if no issues surface during the verification.

Offline Method

  • After completing the steps mentioned above, visit the RTO where your vehicle is originally registered with the application form, required documents, and acknowledgement receipt.

  • Submit your application along with your documents, and the RTO officials will look at the dues/taxes associated with your vehicle.

  • They will also verify your vehicle ownership to ensure your vehicle has not been involved in any illegal activities. Upon verification, the RTO will provide you with an NOC approval.

Processing Time: The application process for a Karnataka NOC for a bike/car in Bangalore can take approx. 3 - 4 weeks.

Documents Required for NOC

Duly filled Form 28, four copies (This is the NOC application form).

  • Road tax payment receipts.

  • Valid Vehicle Registration Certificate (one attested copy).

  • Valid bike or car insurance policy document (one attested copy).

  • Valid Pollution Under Control (PUC) Certificate (one copy).

  • Pencil print of the vehicle’s chassis and the engine number (only required in some states).

  • Vehicle Owner’s signature identification (only required in some states).

  • Vehicle Owner’s Address and Identity Proof.

NOC Validity for Car/Bike in Bangalore

Once issued, your vehicle’s NOC validity remains valid for a maximum of 6 months. So once you have the NOC certificate, make sure to re-register the vehicle to your new RTO within 6 months when moving from one state to another.

The same rules apply for a vehicle’s sale. The seller must obtain an NOC, and the buyer must register it to the new RTO in their state within 6 months. If not, the certificate’s validity will expire, and you will need to restart the NOC application process from the beginning.

NOC Charges

The NOC application process fee is around ₹100 as per Rule 81 of CMV Rules 1989.

These NOC charges can be paid online during the application process or in person at the RTO counter when submitting your NOC application form.

Other NOCs You Must Get for Other State Vehicles in Bangalore

NOC from the Bank: If you own a loaned vehicle, an NOC is required from the lending institution/bank. This is done to certify the borrower has repaid all loan EMIs and settled any outstanding payments.

The certificate is mandatory to transfer vehicle ownership on the sale/purchase of a vehicle or for re-registration at a new RTO if the vehicle has to be moved to a new state.

NOC from NCRB: This is required to ensure that the vehicle has not been involved in any criminal activity. With this NOC, ownership transfer of your vehicle (intrastate or interstate) can be completed without hassle.

Does Your Bike/Car Insurance Policy Need an Address Change When Getting an NOC?

Yes. If you plan on relocating to a different state within India, you will need to inform your insurer and update your permanent address and other personal information present on your policy document.

Most insurance policies are valid across India. However, you still need to do this because insurers consider your location when determining your bike or car insurance policy premiums on renewal/purchase.

For example, if you are moving from a small city to Bangalore, you may need to pay a higher premium on renewal or purchase as the likelihood of road accidents is higher in a high-risk city like Bangalore.

Lastly, if you are selling your vehicle, you can either retain the existing insurance for your four-wheeler or two-wheeler and all its accrued benefits for another vehicle or transfer your bike/car insurance policy to the new owner.
